Places we left out, and places to read with care
Left out: Oldbury. They have almost no residents: their crimes are against visitors, so a rate per resident says little about living there.
Great Barr (13.0 per 1,000 from 10 crimes among 768 residents) and Hamstead (27.3 per 1,000 from 70 crimes among 2,561 residents) are places with few residents (under 3,000): a rate on so few people says little about living there, so they are not named as the lowest or highest.
